Found it! While playing game on a newer PC the game works fine other then with Tommy in a vehicle in which case the car will NOT go in reverse. The white reverse lights on the car light up but the car does not move. Solution: Turn Frame Limiter ON-- Apparently newer PCs don't play well with VC's game engine. #2.
Also if you're having issues with two controllers appearing at the same time you need to do this: • Disable all Controller Support Options (IE PS4 Support etc) • Exit Steam and unplug the controller. • Open the config.vdf file stored on your computer. • • By default it is located in - C:\Program Files (x86)\Steam\config\config.vdf.
